Abstract

This article examines the disconnect between disaster contingency policies and community awareness regarding the Tsunami Early Warning System (TEWS) in Padang City, a highly vulnerable region. It synthesizes findings from two studies: one analyzing the implementation of the 2017 Padang City Contingency Plan (Renkon 2017) within the local Disaster Management Agency (BPBD), and another assessing elementary school students' perceptions of TEWS. The Renkon 2017, despite being formally outdated, remains the primary operational guideline for BPBD, facing significant implementation challenges related to communication, resource allocation, implementer disposition, and bureaucratic structure. Concurrently, while a large majority of students understand TEWS's importance (97%) and general knowledge (85.51%), a substantial portion (37%) remains unaware of local TEWS installations near their schools. This gap suggests that policy implementation challenges within BPBD may hinder effective community-level awareness efforts. The article concludes that updating the contingency plan and strengthening institutional capacity are crucial for effective emergency response, alongside enhancing local TEWS education, particularly through consistent efforts by schools and disaster management agencies.
